This page defines NNI's functional structure, ownership scope, and the distinction between level and authority.

Function, level, and authority are intentionally separated. Function defines what you are responsible for. Level defines accountability depth and escalation pathway. Authority must be explicitly delegated — it is not assumed from title or seniority.

This page exists to support clarity, continuity, and coordination — not to assign blame.

職級決定問責程度與升級路徑——不自動授予財務審批或對外代表的授權

Level determines accountability depth and escalation pathway. It does NOT automatically grant financial approval authority, contractual authority, or authority to bind the company. Such authority must be explicitly delegated and documented.
